有關制度設計、核決權限表設計文章分享,

近日(2022/2~2022/3),友人F分享,某間公司K,徵才時強調:K不需要、也沒有固定的管理制度,營運做法很有彈性、不僵化,希望藉此吸引各方人才加入K。並且,重大事件會邀請重點員工參與討論、往共識方向執行。
本篇文章回覆F希望我分享對於上述藍底色文字管理模式的看法,供大家參考:
我的看法是:某些管理制度會自然形成,一家公司不太可能完全沒有制度。
1.
K公司的管理者【已經決定】:K不需要建立管理制度;換句話說,K的制度就是【不准建立管理制度】,或者,K的制度就是【建立管理制度,就是違反K的公司規定】。
2.
K公司的管理者【已經決定】:【重大事件會邀請重點員工參與討論、往共識方向執行】。
因此,這些做事的模式本身就是一項作業程序,儼然公司的管理模式:
(1)
定義什麼類型的事件屬於【重大事件】。
(2)
定義什麼樣的員工屬於【重點員工】。
(3)
營運活動只要符合(1),就必須邀請(2)討論,有共識後執行。

工時與薪資:為了遵循法令規定,K必須定義K的員工正常上班工時、加班費或休假規定,規定的內容即是公司的工時與薪資相關管理制度。
否則:假設,員工要求每個月上班3個小時,但要領全薪,可不可以?
K會依據某項標準回答員工。那項標準即是工時與薪資方面的管理制度。
4.
費用報銷作業、簽核或不簽核:員工請款上班服裝費用TWD50,000.-;因為只有上班會穿那件衣服,所以希望公司付費,而且不需要主管核准,可不可以?

5.
產品或服務訂價:員工覺得公司對於產品或服務的定價太貴,所以自行降價出售,可不可以?
K會依據某項標準回答員工。那項標準即是產品或服務訂價作業程序方面的管理制度。
以上,所有的【某項標準】如果並沒有固定的標準可以依循,每次事情發生都要討論,可能發生討論耗時;然而,時間就是金錢,仍建議公司設定【可容許的討論時間】來衡量不固定做法,也就是沒有固定作業程序或管理制度的營業效率是否有利公司,再行考量是否要建立某件事的固定作業程序或管理制度。
