核決權限表格式的重點：
(1)控制表單(Control
Document)：前雇主資誠(PWC)提供給我等審計員的管理概念，也就是各公司主管在營業活動中的紀錄核准的文件、作業流程之中的不可缺少的溝通文件。因此，創意，把它放在表格中，讓大家對照核決權限表的時候就會知道核准應該簽在哪裡。
(2)制定部門(Definer)：即是工作權責部門/人Work Owner；下述A公司工作經驗及後來的職涯歷程發現，制度設計及作業流程設計，一旦定義完成工作權責歸屬(ex:如同球隊中球員們的角色)，則，作業流程(ex:傳球流程)[大致]抵定。
制度設計跨部門會議時，相關部門都會提出權責的議題，我因此把它放在表格中 👈不只是我個人的功勞，還有同事的付出才能達到這樣的結果 😊 。
跨部門工作權責歸屬，取決工作本質及公司環境/文化：

[核決權限表格式]，[20-80法則應用在核決權限層級的分析之中]，是我個人在2005~2009年在所任職的公司時的個人創作。[核決權限表格式]是由公司當時的既有格式修改、20-80法則是因為我當時在讀成大EMBA #品質管理 課程時，得到的知識馬上應用上去。
我當時的主管還誇獎我，她把20-80法則的成果帶到集團財務長會議發表我們公司的做法，得到大家的認同…。

格式：今天是2022/2/28，有人問我在這個部落格文章標題末端的數字代表什麼，例如：這篇文章「核決權限表(
20-80 法則；2005-2009
)」的2005-2009；這些數字表示文章內容創建日期，也就是說，核決權限表的內容是我在2005年~2009年任職某A公司的時候，負責內部控制工作時所創建的核決權限表格式，簡稱A格式。如果您也有同樣的疑問的話，以上訊息提供給您解惑。
此外，我自A公司離職後，轉職到T公司服務，當時T公司已聘請某全球知名品牌企管顧問Ｋ公司協助T進行內部流程優化，而該Ｋ提供給T的核決權限表參考格式，正是上述我在2005年~2009年間工作上的作品A格式；因此，相信A格式已經有A公司以外的其他公司在使用了。期盼今天的分享能讓更多人、更多公司參考使用。
在這個部落格裡，提供的核決權限表版本，屬於進階版，簡稱W格式，在這裡第一次發表，授權層級是引用本部落格文章「核決權限表 － 授權層級2005-2009」裡面的案例，供大家參考。
2.20 - 80 原則(或80-20法則，或Pareto principle)
這個原則通常形容事物80%的結果取決於20%的重大肇因，或者，世界80%的財富掌握在20%的富人手上…等等類似的描述。將這樣的原則應用於核決權限的授權，可形容事件金額或事件的發生「頻率」或「次數」，及其對應的「授權層級」；例如：事件或金額發生頻繁度達80%者，即視為「經常發生」的一般事件，由基層管理者核准即可( 假設為「經理級」)，因此，偶發且金額重大的事件，則需要授權比經理級更高階的主管核准。20-80原則，應用於定義費用類核准權限較有明顯的效果，使用會計入帳記錄分析某期間某費用產生的金額的頻率，定義適當的核決權限。
假設以統計期間為2021/3/1
-2022/2/28「會計科目 – 其他費用」統計結果舉例說明：
從比較小的金額發生筆數開始累計；上表表示，其他費用累計發生次數達80次( =34+16+13+9+8)時，佔統計總數80%，其對應的費用金額單筆為TWD1,000,000（含）以下，屬於頻繁發生的金額事件，由較基層的主管（帶人主管）核准即可，所以，其他費用的花費金額若超過TWD1,000,001，應授權給更資深的主管簽核。各區間的費用依照發生筆數設定適當的核決層級即可。
