EmilyI suggest firstly to ensure the appropriateness of [internal controls procedures of finance(cash flow) and accounting(digit and data flow)] before talking about work authorization; because, if you do this, the overall operating work activities/documents need to follow finance and accounting related rules, and it will reduce the possibilities of fraud happening.

CFO of subsidiaries follows CEO of subsidiaries, and, in this situation, how to avoid CEO of subsidiaries give work instructions/thread their CFO to input fake number in their finance statements?!
