My name is Huang, Hsiao-Ping( in this blog, I use my English name, Emily Huang, in publishing articles); I am the citizen of this country and also the citizen of Taipei City, and currently, I run this whatsyouridea1996 blog and it is mainly for sharing [Business Management and Career Advice] articles and requesting for sponsorship from readers and providing with self-media resources as return for the sponsorship.

3.   Theme 1: Freedom of Speech, Law, Etiquette

(1) How to create and maintain an environment of freedom of speech.

Taiwan is a democratic and liberal country that supports freedom of speech; I believe that the attitude of citizens of countries with freedom of speech should respect others' expressions of different opinions and ideas under compliance the law and based on facts. However, in Taiwan, there are big arguments about international issues, as far as I know, they include these two topics: Is Taiwan a part of the People's Republic of China (hereinafter referred to as: China), and, whether the Diaoyutai Islands are the territory of Taiwan or Japan. And, in this situation, according to the interaction between Taiwan and Japan, we would describe Taiwan and Japan have good friendship with each other, and this is different with above Diaoyutai Islands topic, on the other hand, if there are people saying Taiwan is a part of China, they will encounter blaming in ugly words, I guess this is because people usually know from news reports about China using the means of not recognizing Taiwan among communication internationally and the situation of China aircraft around Taiwan with not friendly attitude (because, when there were military ships passing by Taiwan, we describe it as our friends are protecting Taiwan).

In above situation, please allow me to consult our government how to create and maintain the environment in our country supports freedom of speech with peace?! And, in above controversial issues, what kind of attitude our government expects from we citizens should have?! Thank you!

(2) Attitude in the status of a country and etiquette in international communication.

In this paragraph, I would like to share my thought about above topic of Taiwan is a part of China.

I grew up in Taiwan and my education was built in this country, I’ve never studied abroad; in studying the history department, I remember I was taught that the year of Taiwan establishment is year 1911, and, regarding the year of China establishment, in fact, I don’t remember, or, I don’t remember clearly, however, I’m sure it is after year 1911, and, in the recent public speech of President Mr. Lai Ching-te, I know the information I remember is correct. Under this situation, internationally, there are still many countries support the idea that Taiwan is not an independent country and is a part of China instead, and, except for China, no matter those countries have studied the history of Taiwan and China establishment or not, I hope could know these two topics:

A.  About the topic that the establishment year of Taiwan is earlier than the establishment year of China, if there are people saying that the Taiwan government counterfeits the history and lies to the citizens, how would the government react to this situation?!

This kind of situation has happened on other countries and they are well-known internationally, however, those countries deny to recognize the truth and use not real history record to educate their citizens, more than that, there are also topics of below B, therefore, I hope could consult our government the corresponding response is to take it as a situation of freedom of speech or you won’t respond based on other kind of consideration?!

B.  Based on the education system of our country, it is obviously that the speech of Taiwan is a part of China is [ a wrong statement], or, [ it is a rumor and not aligned with the fact], in the description in [ ], it is a kind of statement people usually express when the situation is not aligned with the truth, however, our country’s statement involving in the nationality, according to the content of President Lai’s recent speech, it was [ we don’t belong to each other], it didn’t directly correct the wrong information, however, we’ve never seen any of our former Presidents corrected those information or said it is a rumor to defend and protect the status of Taiwan as a country. I hope could know the root cause is based on the consideration for the etiquette in international communication, any issue in foreign affairs or any kind of reasons?!

This is a serious topic because  it influences on many opportunities for Taiwan’s international communication and networking and economic development, however, we can also see it as a chitchatting because Taiwan has been in this kind of situation for many years, though, there are many reason causing many countries cannot recognize Taiwan is a country, these countries also keep having a nice and kind interaction with Taiwan, I hope could use this topic to know the attitude and thoughts of the government of our country, furthermore, I hope could know those consideration regarding foreign affair work scope or international communication that people as general office workers rarely involve in. Thank you!

(3) Considerations for canceling the Taiwan nationality of people with registered China citizenship.

A.  It is based on recent news reports topic, I hope could know whether these people are cancelled Taiwan nationality because they possess two nationalities? Among the citizens of country, a lot of them, their spouse possess nationalities of other countries, are they also been dealt with in the same way?! I explain it in this way because everyone knows one person can only possess one nationality. Thank you!

B.      I hope could consult the government of our country or the way it is dealt with internationally about the general work procedures in migrants(except for political asylum purpose or other unusual situation), what are the cross reference work procedures between two countries in checking the emigrants and immigrants? Because it involves in personal information confidentiality and protection, at the same time, there are regulations in countries they want the immigrants give up their origin nationality, therefore, internationally, if the immigrants need to provide some kind of certificates issued by their original countries, or, the immigrants countries need to give notice to the original countries, will it solve many kinds of problems of people’s nationality or problems in exotic marriage and the problems of their children’s nationality?! Or there are other ways can solve this kind of problem? Thank you!

(4) To assess the freedom of speech.

A. In the point of view of the government of our country, is the degree of freedom of speech measurable?! How to assess it? How many degree Taiwan can obtain in this kind of assessment?!

B. Please allow me to know when the departments of our government giving public speech on internet, which social media platform they prefer to use?!

- How they choose among those social media platforms?! Why?!

- What are their suggestions or expectation from those social media platforms?! If there are A. I function users experience, please also share it. Thank you!

C.In the point of view of the government of our country, how you see the freedom of news report and the degree of neutral attitude of the media?!

-  To define 1 point as the news report is not allowed to add their own opinions or comments not aligned with the government’s, and, 21 points means the news report is allowed to add the reporters’ opinion based on the facts; please do the self-assessment about the freedom of news reports in our country, what is the assessment result?! And, why? Are there any other countries with better environment that Taiwan can learn from it?! If required, please revise the definition of the 1 point and 21 points. Thank you!

-  In the overall situation, how our government defines a media a neutral report media, or, how to define it a media firm with good quality news content? Why?!  Please share information of some media firms that match those requirements of good qualities defined by our government. Thank you!

 

4.   Theme 2: Organizational Resources and The Purposes of Centralized or Decentralized Work Power and Responsibilities

Organizational structure affect budget structure, in paragraph below would continue the discussion of this topic.

To define a work organization structure of an enterprise, it only needs to consider and focus on its own major business, as for the organization structure of the government, it needs to build up a structure which can support the need of all the people, enterprises and kinds of work organizations and it needs to consider all those required work functions of aspects of a country; in below description, in the point of view of business management, I hope could consult the government of our country about the methods and those purpose behind those organizational resources and centralized or decentralized the work power and work responsibilities of departments of the government. Please share it, thank you!

Questions and explanation

In this paragraph, I list those questions I hope could know before my understanding of the situation, so I describe related business management model in next paragraph for your reference, thank you!

 

Questions: If what the government concerns in work operating situation is different from those described below, please share related legal regulations or work model in the government, those major difference may be the professional point of view that general enterprise work staffs hardly know about. Thank you!

(1) Government officials whose work titles are similar to the top level of the companies and the internal control work procedures of their major work departments.

The government is like a big enterprise, so now I would like to use the top level superiors and the major work departments we usually see in a company as examples in the description and ignore the detailed work functions due to their work duties allocation caused from the huge work organization, I hope could know below work functions defined in the government work organization and related work roles and responsibilities and their work operations:

A. What is the work title of the government official whose work is similar to the CFO of a company?! Or, in the government unit, who is responsible for financial result closing work and reporting the comparison between actual and budget, and also the highest level decision maker of solving dispute about accounting records and payments, they are also the highest level managerial persons in managing internal control work and budget management and supervising the cash flow of the government and managing other assets etc., in the government, what is the highest level job title of this person?!

 

In the companies, we usually see that there are disputes in defining the work roles and responsibilities of the other assets management, and in description here, it means, because the CFO work scope includes managing accounting work unit, and, the accounting work unit needs to ensure the actual situation of all recorded assets, for example, the accountants need to make sure that the fixed assets’ actual status are the same as those in book value (in brief: fixed assets inventory), if abnormal situation is found, they need to report it immediately or give suggestions in order to those follow up work or for making disposal conclusion at the end etc., the work purpose is to make sure the record in accounting work is informative and valid, therefore, I define the work roles and responsibilities belong to the CFO role.

At the same time, when there is new business planning, people in this CFO work role need to give advice based on its overall cash flow situation, one of the purposes is to optimize the cash flow and to use the least cost to support this business unit to create the biggest income. Hence, I would like to consult and use the national health insurance system establishment as the example (hereinafter referred to as: NHI), if our government adjusts the tax system and pay to NHI about what is needed, in this situation, will it simplify the cost of computer system and workforce that current NHI needs?! For example:

-  Please assume that people would like to do investment only when they have more money after spending on need of daily life, therefore, when establishing the expenditures system of the NHI, it needs to adjust the tax system of the investment income in order to increase the income source for the government, and, in between the cash flow of tax unit and NHI unit, it is to pay from the tax unit to the NHI unit, so we don’t need to use current deduction method from people’s income for people’s paying the health insurance expense purpose.

Currently between people and the government, at the end, it is to deduct the amount in payment to people to invest in the funding pool that NHI need rather than using internal funding transferring between units of the government, I hope I could share this situation for the government assessing situation happened in the past, thank you.

-  On the other hand, it is like current tax system that defined by level, when the tax unit of the government has received the income from tax and it meets specific level, such as level 1, level 2 or level 3 etc., then the funding available for transferring to the NHI need can be adjusted accordingly, in this situation, the tax return procedures of people or the tax rate is no need to change, or, the NHI work operations need to revise only when it is operated after years and revise it based on the income situation of the country. This is the additional explanation for the item above.

B. What is the job title of the government that its work is like Chief Auditing Officer?!

In a company, the annual audit plan need the board of directors’ agreement, and the auditors need to conduct periodical auditing or project(assigned) auditing work, periodically report the audit result and suggestions, it includes the improvement work progress of departments. The work role and responsibility of the audit department is independent, therefore, the scope of audit work and the work power and responsibility has no limit after they get the agreement by the board of directors, regarding the information accessing rights, it needs to follow the work management policies agreed by the board of directors, however, we usually see that the management team knows it is impossible to make the policies perfect, they add a term in it which similar to : all those have not defined in the management policies, we authorize the Chairman have the right to approve its conducting the work and report it in next time Board meeting for our agreement (and revise) the management policies accordingly.

The difference exists in auditing work between in the companies and in the government is that the auditors of companies don’t possess legal work power, so they cannot do legal judgement or detention etc.; in this situation, please allow me to consult you

-  If the employees their personal belongings are detained by internal auditors of the company they work for or by their managers, what are those legal rights and responsibilities of the employees and the companies?!

-  In this kind of legal responsibilities, are those companies allowed to say that it was the auditors’ or the managers’ personal behavior, so these auditors or managers need to take the responsibilities by themselves?!

-  The unit of the government similar to the Chief Auditing work department, is it appropriate to release their work results and the auditees’ improvement work progress for public view?! Please share the idea.

C.   What is the job title of the person working in the government and their work role is similar to the Chief Human Resource Officer?!

Because permanent employees in government units are civil servants and they must have passed various national exams, it is more difficult than the companies to predict the manpower needs, exam passing rates and the registration rates etc., however, there are also contract workers in government units, or, there are talents working in the government units through a talent review system that is not part of the national examination system (referred to as: non-civil servants), and there must be differences in the structure and amount of salary and compensation and benefits regulations between for civil servants and for non-civil servants. What I would like to ask is:

-  There are two kinds of work staffs in a team, the situation of equality in their work nature and the salary, compensation and benefits. If there are civil servants and non-civil servants in the same team of a government unit, in this kind of situation, what is the general rule of the equality of the work roles and responsibilities and salary and compensation and benefits between these two work identities?! How to define the difference or allocate the resources?! It means, how to ensure there won’t be the same work roles and responsibilities with different salary and compensation and benefits systems?!(In different work indentities, the work responsibilities are the same, however, one of them has more salary, compensation and benefits and the other one has less, the only difference is caused from one of them has passed the national exams.)

-  Due to above, and, because of the necessity of the national exams, in legal regulations, is there any kind of work not allowed its performing by non-civil servants in the same work unit?! What is the general rule?! How to ensure those rule are implemented?!

-  Generally speaking, in work performance assessment of companies, for those who have achieved great work results, the companies would like to provide work promotion or extra bonus, and, those who need to do work skills improvement, under the legal compliance, there may be many work improvements procedures the companies do for these kind of employees, however, due to those employees not able to meet the improvement or it causes significant impact that leads to the companies can lay off those employees based on the legal regulations and no one wants to see this. I hope could consult the government how our country does the work performance assessment and how to know it is effective?!

How do we ensure that those who perform well at work receive the rewards or promotions they deserve?! For those whose work performance needs to be improved, from what I’ve already known is that unlike ordinary companies, in the most undesirable circumstances, due to the employee's status as a civil servant, according to the law, the government units is not allowed to lay off those employees whose work performance continues to fail to improve or those who have caused major incidents and cannot exclude them from the operation of the government system.👈If this kind of situation is true, I personally don’t agree with this kind of legal regulations, because, this kind of civil servants may take this legal regulation as an excuse and don’t want to improve their own work and they still have the rights of working for the government and the rights to enjoy opportunities and resources provided from the government though they’ve caused incident, it would cause the situation of bad money drives out good money, or, this system discourages the work atmosphere in the government work environment, it is like an encroachment of the public resources and it punishes those civil servants who actually have excellent work performance. In my understanding, the civil servants have passed the national exams, and the situation is like work professionals have passes country level examination and verification, no matter it is the work environment, work systems or the work results of these people, it is more appropriate that they need to be better than the result of the enterprises. I hope could consult the government, once it is found that there are civil servants who continuously cannot improve their work or they caused incidents, how they will be dealt with in a public recognized fair way?! In another aspect, just like I don’t agree with some kind of legal regulation, I hope could consult how people can express their opinion about their disagreement with civil servants’ work performance assessment system or the disagreements with some kind of legal regulations?! Or, do people have the rights to know the system of civil servants’ work performance assessment?! The purpose is hoping that the work performance assessment system or work operating model of the government is similar to the Work Rules Reference Handbook published by Ministry of Labor, it is for enterprises’ reference for use and contains extremely less doubts. Thank you!


-  Due to the declining birthrate situation and the demand for our national defense force, is it possible to conduct international recruitment or cross-border manpower cooperation for the manpower talents our government needs?! Why?! What may be the risks and opportunities?!

-  May I know the system of the government's inter-departmental employees’ rotation?! Is the national examination qualification passed by a civil servant when this person takes up his/her first government job applicable to the civil servant qualifications that the person wants to rotate to another government unit in the future?! Or, must he/she retake the exam? Because the nature of the job may be completely different, why is it possible?! And, if it is not applicable, does it mean civil servants are not allowed to enjoy work rotation resources just like those in ordinary enterprises or groups or they must pass exams to enjoy this kind of career development opportunities?! Therefore, I hope could consult the government how it develops employees work capabilities and to accumulate employees’ work experience and work skills?!

-  Please allow me to know the work organization definition in the government, in the understanding of below described centralized work professional departments in enterprises, what are the good or bad impacts if below work departments of government are integrated?! Thank you!

i.     Due to cultural and heritage characteristics, to integrate the Ministry of Culture, the Council of Indigenous Peoples and the Hakka Affairs Council; please allow me to know in what situation can it establish council of other kind of peoples or groups?! Such as these hypothesis cases: The People of Southern Fujian Language Affairs Council or the Council of Indian and Thai peoples etc.

ii. Based on the environment and resources of foreign affairs and overseas Taiwan people, to integrate the Ministry of Foreign Affairs and the Overseas Community Affairs Council.

iii. iii. Just like above ii., for international resources integration purpose, to integrate the Mainland Affairs Council and the Ministry of Foreign Affairs. And, please allow me to know another situation like: In what situation in our country can it establish the Council of European Union or the Council of American Continent?!

iv.For the purpose of integrating above mentioned CFO professional work functions of supervising the resources and managing internal controls work of the enterprises, to integrate the Ministry of Economic Affairs, the Financial Supervisory Commission, the Directorate-General Budget, Accounting and Statistics and the Central Bank.

v.  For the purpose of integrating the work functions of national digital security, technological development and overall national opportunities development, to integrate the National Development Council, the Ministry of Digital Affairs and the National Communications Commission.

D.In the government, what is the job title similar to the Chief Strategy Officer or the Chief Marketing Officer?!

In this section, I would like to use related topics and suggestions to highlight my understanding of this kind of work roles and responsibilities, please share your opinion, related work operation in the government or related legal regulations. Thank you!


-In recent media reports, it said that the profitability of Taiwan Power Company (hereinafter referred to as: the Taipower) and Taiwan Railway Corporation Ltd. (hereinafter referred to as: the Taiwan Railway) didn’t achieve the expectation. In this situation in the companies, before it happened, it is the CFO to report all the departments’ financial situation, and, after that, if it is found that there is specific department that has done their best for their business development and the work outcome is still not good enough( the cause is the nature of the business or its market trend related issues), it is the work department under the Chief Strategy Officer to initiate the work plan for preventing those department’s operating loss from happening. For example: The department of the Chief Strategy Officer may make work proposals involving that units of government need to create advertising income in order to increase non-operating income by using their bills, train tickets, entrance admission tickets, planes tickets, e-newspaper and the lottery tickets of Taiwan Lottery( images shown on Eastern Broadcasting Co., Ltd) and the webpage of tickets ordering and part of the area on uniforms ( images shown in the advertising of China Airlines, the apron the flight attendants in serving)…etc., and Taiwan Railway can register and establish the brand of their product, the meal box/TR Bento, and do global licensing business, it can also set up a work professional company in dealing with idle fixed assets of the Taiwan Rail and of other government in renting or using those kinds of walls for advertising income (including utilizing the transportation resources of the Ministry of Transportation and Communications and other transportation resources of other departments of the government like China Airlines and related hotels services programs to achieve the short terms or long terms goal of hotels and schools rent the rooms for business or for dormitories, for department stores and markets or for particular parks etc.), it can also utilize multiple resources of different departments of the government, such as the Tourism Administration, the Hero House and the museums resources of the Ministry of Culture and other units of the government that have tourism resources (including resources of the cities or counties government and other state-owned enterprises) or to build up joint venture firms with ordinary enterprises( such as : Kuo-Kuang Motor Transport, the King Bus company or Tidehold Development Co., Ltd.) or to use external resources to build up a travel and tourism service company, it is to integrate and use current tourism resources and to improve current business profitability, it can also jointly use media resources of the government such as the channels of Chinese Television Service and Public Television Service for promoting purposes etc.

-  To create overall non-operating income of the government, the hypothetical examples are: to utilize and differentiate the computer system of the government into sub-systems and build up an information technology system service company or an accounting service firm, a human resources consulting company, including using those professional civil servants who are going to retire and have registered that they are willing to provide professional service as advising service providers in the future, it can define part of those income to pay back to the government. It can do periodical review for those current free of charge service but plan to pay by users, such as: those parks of specific properties or public areas or professional services, (international)lecturers’ fee, the airports or route-specific guidance fees or inspection fees etc.

-  Science and technology is one of our country's strengths; the government can organize or to entrust to hold exhibitions or information exchange conferences on topics of science, technology or specific themes in international-level (such as energy, A.I. , environmental protection, digital security…etc.), the government is able to use our strength to provide international-level services.

 

-  This is a study on particular topic and to use a hypothetical example for further discussion: Electricity is the item for our daily life need, therefore, this topic results from the state-owned enterprise, the Taipower, it needs to generate the power and it also needs to keep the power supply stable; because of the energy development topic nowadays, there are companies utilizing kinds of energies to generate electricity, in this kind of situation, does it means that these companies are using those opportunities of Taipower’s business development opportunities?! Hence, does these companies need to pay particular taxes for their generating the electricity, or, in their business registration work procedures, does the Taipower need to do centralizing management or making approval for their establishment or not?! Otherwise, does it mean that the Taipower needs to be a privately held company and generate the electricity?! I don’t have particular answer for this kind of question, it is because I’m considering that the same as the Taipower,  Chunghwa Telecom Co., Ltd. (hereinafter referred to as: CHT) is also a state-owned enterprise and it charges by the volume of users have used, it makes big profit, however, the Taipower’s profitability is not good as expected, I think the major difference of these two companies is that it can encourage people to use telecom service( it increases the CHT’s income), however, it cannot encourage people to use more electricity(then, it decreases the Taipower’s income), on the contrary, it needs to encourage people to do electricity saving, therefore, the best way is electricity users to create electricity by themselves, in discussing this kind of theme, people need to have more energy consuming and its development knowledge, however, I have less work experience and knowledge in this work field, and maybe, it is the Taipower to research and develop individual electricity generating wear to produce or store the power or to produce the tools and sell to the household or plants to generate the electricity(to increase the Taipower’s income), maybe, it is possible and it can create profitability. For your reference.

-  Regarding using the power of water flow to generate electricity, I know from Youtube channel reported by the SET News Channel, there must be a stable supply of hydraulic power from a specific height difference to provide continuous power supply. Therefore, those issues involving solar panel power generation, such as Taipei 101 Building, Kaohsiung 85 Building etc., can it use the height difference of the buildings in our country and their hydronic circulation of the difference and to build their exterior walls with the solar panel to generate electricity?!

What is the feasibility of buildings in urban areas in our country?! I also hope that the Water Resources Agency or relevant government units would like to share related professional knowledge or give corrections. Thank you!

-  Regarding the marketing for our country's unique agricultural products and practical marketing coordination activities for improving visibility of our country and for increasing national image awareness. The minimum KPI goal is that at least all of our citizens know the uniqueness of our country's unique agricultural products and we all know our national image marketing activities, etc. For example: In Jiuru Township in Pingtung of our country, there is unique pineapple fiber, and, the oily millet is found only in Taiwan (TTV News). I hope could know how our government units allocate those professional works among all involved department, and, in related international marketing work, it is the Ministry of Agriculture responsible for it or there is another professional department of the government handling it?!


E. What is the job title of the management officer whose work function is similar to the Chief of Staff Officer?!

Take questions raised in this article as examples, in the units of the government, is there any particular department of the government responsible for raising these kinds of issues?! Then, what is the work title of the top level of this job?! In ordinary enterprises, this work responsibility is usually defined in particular work departments, the heads of the departments are concurrently doing the work or the head of the department is responsible for it directly.
