What’s your idea? Who is the most appropriate
person to be the system implementing project leader?
「I don’t think it is IT( department) !」,
My IT colleagues kept nodding 😍💡and felt happy when they heard this!😆
In my mind, there are 2 ways to define the
requirements:

Regarding my ERP project leader work experience
and the actual work hours, it’s going to be the 18th year at the
moment I’m building up this article (2022/5). Hence, you could consider to
discuss with me to feel who I am, what I know / don’t know about this work;maybe, there
is required expertise I have would surprise you,
or, I don’t possess the work skill you need but maybe, I can achieve the work
objective you want, thus, you would know what kinds of ERP project leader you
need and define the requirements for your company.

To continue this article:[#ERP] What to Prepare In Advance?201500005, people also say a 【Project Leader 】 is a 【PM】(Note1), not all the system user companies define the same
way, therefore, they have different idea of the required work background and
skills of PM by the aspect they view things. (EX:To take ERP related reimbursement as kind of business
investment, or, they purchase ERP because everybody has that!).
Below is my suggestion 「based
on the effects generated by the causes」, I also welcome you to express you point of view in below 【Comment】. My suggestion
is based on effects of things means the advice is from the work [solutions] of
problems the team encountered in ERP projects I was handling. I define them as
the required work capability or background of the ERP Project Leader for your
reference:
1st.Select from「internal」employees of the system user company
2nd.A member of ERP major user department
3rd.Possess neutral cross-departmental work
integration capability
4th.Always being aware of internal control issues
5th.Reliable
Note1:PM, some system user companies define it as the【Project Manager】, or, 【Program Manager】, it is advised to unify only one kind of explanation within
the company;however, 【Manager】 is not necessary a Manager work level person/title, it majorly describes the 【in charge person】 or 【Leader】. In this article, PM is the 【Project Leader】.

Explanation
1st.
Select from「internal」employees of the system user company:
Major difference between
a system vendor and an internal employee being the project leader:it was already explained in [#ERP] What to Prepare In Advance?201500005, please refer to the description
below its post picture.
Major difference
between an internal employee and a hired external project consultant to be the
project leader:due to daily works
need to be performed uninterrupted and current employees’ incapability, usually, some companies would like to
hire an experienced external project consultant with no relation with the
system vendor to conduct and coordinate internal and external information.
In this situation, it is advised to consider below 2nd.~5th.
and make your conclusion as the external PM hiring terms, and, before starting
this project, it is required to define how this hired PM needs to hand over his/her project
related work knowledge to internal employees (Note 2). This purpose is for work
experience transferring, and for work issues solution reference in the future.
Note2:Some hiring companies would define specific daily work record
template for this hired PM writing down daily work log and filed by IT
department due to IT’s work role is IT technique provider( not only providing
by external suppliers but developing the software internally, IT is also the
overall IT environment administer
work role in the company), and to compare with system users’ departments,
there is less possibility IT work functions will be separated in work
organization change in the future.
2nd. A member of ERP major user department
It is the ERP major user department to lead the project going
and to:
(1)
Submit
system workflow improvement request to IT department,
(2)
Coordinate
cross-functional meeting and communication,
(3)
Talk
to Accounting department about potential change in accounting items and related
monetary value calculation and do the pros
and cons and make decision about changing related business activities,
(4)
Accept or
reject the system improvement result.
Why it is not IT department?
What’s your idea if above (1)~(4) be done by IT or system user
department? Which work department is more appropriate?
In some companies, workflow systemizing only focus on
manufacturing work efficiency enhancement in
plant, some focus on customer
service and members profile e-management, and systemizing stock picking accuracy and delivery on
time, not all the ERP project is involved overall work process
systemizing in the company, and IT belongs to technical department, it is responsible for
verification/acceptance of purchased hardware and software or doing system
creation by itself only.
And, if it is company wise ERP implementation work mission, it
is advised Accounting
department be the PM to handle it because, generally speaking, Accounting’s work responsibility contains below 3rd.,
4rdand 5rd, it also need to ensure all business
activities generated Data Flow be correctly calculated the numbers and goes
correctly and completely into Account Items and finance statement as a result.

3rd. Possess neutral cross-departmental work
integration capability
Some
companies consider the need of「make work
judgement neutrally」 and below “5th”.,
so they assign employee who works in「Chairman Office」, 「CEO Office」 or 「President Office」 being the PM;this member’s
work capability needs to match requirements listed in this article.
4th. Always being aware of internal control issues
In handling this project, PM needs to have the capability to
find out current existing but unaware internal control issues and potential
internal control issues in system process change then propose suggestion and
request for approval ( finally, changes in internal control mechanism and
management work activities need to have approval by the board of directors).(Note3)
Internal Control Issue Example:In order to simplify work step or save system users’ license
cost, is it allowed to 【 ignore system
approval setting 】in sales order
processing and make it effective once input data is confirmed?
Note3:Some companies utilize co-signed
work procedures to request for Accounting
department or Internal Control
Department’s comment to ensure control quality is reached or considered .
5th.Reliable
PM
would 【be authorized some specific rights of approval within this
project work scope】, thus, this PM
must be someone reliable;those work
candidates may be more than one persons, which one you prefer most? 😊
