3.   The purpose of centralized or decentralized management of organizational resources and powers and responsibilities

(1) I hope could consult all the countries about your settings between [Government Organizational Structure] and [Tax Income, Insurance Income and Administrative Service Income Structure], how to ensure that the income flows to income creators?! Or, how to reasonably allocate the income to central and local governments?!

Take Taiwan’s National Health Insurance System as an example:

-The implementation of this regulatory system is consistent across this country; generally speaking, the enterprises have the obligation of withholding this health insurance expense of the [employees] and [payees] and calculate the amount based on employees’ salary and the amount the enterprises need to pay to the payees then pay this withheld health insurance expense to the government. The employers also have the obligation to bear and pay employee health insurance premiums.

-The place of residence of the employees or the recipients of the payment (for example: Taipei City), the place of source of income (for example: Hsinchu Science Park), and the location of the hospital or clinic where he/she receives medical treatment are most likely not the same location, it results in those paid health insurance fees are governed by different counties and cities jurisdictions, and, at the same time, the hospitals or clinics are under the jurisdiction of the central governments or local governments.

-It also happens on various kind of taxes incomes under Taiwan taxes system.

 

Would you please let me to know the rule of general consistency of allocation among the work duties, incomes sources and work power of departments of governments of countries?!

 

Would you please let me know the regulation of your income and expenditures, is it similar as to apportion the earned income of [Profit Center Departments] to [Cost Center Departments]?! Then, how to define the ratio of appropriation?! How to define which department should be a profit center or a cost center?! Are those regulations defined by central government and local governments are different?!

(2) Government organizational structure is defined based on electoral system, would you please share how you ensure the direction of your governance by central government and local governments are almost the same?

Take Taiwan’s presidential position, mayor of Taipei City, or local chief position as an example: under current law, the persons responsible for these two roles are both elected, therefore, as is the case in 2025, Taiwan’s central government and local government leaders have different political philosophies. President Mr. Lai Ching-te is of the Democratic Progressive Party system, and Taipei City Mayor Mr. Chiang Wan-An is of the Kuomintang system, the policy direction of the central government and the direction of temporary response of local governments are inconsistent and it is obvious when it goes to issues involving in China, accordingly, the management model of the Taiwan government appears to be easily constrained by the actions of other countries, it is the major difference comparing with business management, in this kind of topic, I think we firstly should consider national governance structure of a country. Please allow me to know how your country do in this topic. Or, do you have other kind of idea?! Thank you!

(3) From (1) and (2), on the contrary, if the resources or management power are completely centralized, it reduces the power of mutual checks and balances easily, and if the chief of local and central governments are all from the same political party, it is not easy to compare, to incentivize or to detect fraud of each other. 👈Enterprises usually say: What is the most likely thing to erode profits without knowing it is internal joint fraud. Therefore, it is beneficial for a country’s management purpose if the heads of government departments come from different political parties, however, it is not conducive to the implementation of the goals. Take my observation of Taiwan internal political party activities as the example: I assume that I am the secretary of the headquarter of the central government responsible for recording the public activities of each political party which has party members serving as public officials, and, to classify by [the name of their political parties], I record the parties they are interacting with and the purpose of their activities, the intent of their public speech and also to classify their official conduct, and I summarize and analyze it every month; I found that in the overall record in the recent 6 months, there is a specific political party has been N times inclined to be friendly to enemies of my country's national defense, the timing of their act including the threat of force from the enemy, this particular political party prefers to delete the defense budget and is unwilling to verbally express in any way to prevent the enemy party from threatening Taiwan with force when communicating with representatives of hostile opponents. Please let me consult:

-In your country, if there is a specific political party or a very influential person or a group that has such an intention, how your country's laws will deal with it?!

-Regarding the power given by the law of your country, may I know what is the timing your country is allowed to disband a specific political party?! What unit can issue this kind of order?!

-If there are cases like above situation, may I know what the secretary unit is in your country?! And, how the law of your country define the number of N and 6 months? How to evaluate the appropriateness?!

-Or, your country would like to share better cases to explain the [signs] may reflect some kind of internal activities in the country which may contain any kind of threat to national security?! Please also share what kind of protection we must start [earlier] than something or we need to [investigate] something in what kind of [timing] with particular [mechanisms].

(6) This is also national security topic. In your country, would you please let me know besides taking the oath when public officials take office, how to ensure that there will be no hesitation in immediately countering external attacks?! The issue I’m asking is including the chief of the country or those with the authority to command the national military.

I’m asking this based on my observation, the conclusion is that the ideas and attitudes of political parties in governing and defending the country will change.

When I was a high school student, the central government is governed by the Kuomintang (it was when our former President Mr. Chiang Ching-kuo passed away), at that moment, obviously, the attitude of Taiwan government was no tolerance of intimidation by force, however, I know from news reports, the attitude of Kuomintang has changed obviously, therefore, I think the major ideas of political parties will change. I therefore deduce that if Taiwan is now the ruling party is the Kuomintang, when facing the external threats or attacks, there will be doubts in deciding an immediate counterattack for any reason. 4.   Civil service examination, budget system, government operation effectiveness, efficiency and internal control

(1) In order to ensure the professional ability of government civil servants, do civil servants in your country need to pass national examinations to enable themselves to work as the civil servants?! Or, in what way your country uses to ensure the professional ability of the civil servants?!

(2) From (1), continuing education is one of the necessary methods to maintain professional ability. Based on the principle of cost-benefit, how your government ensure that the continuous training methods or external training that civil servants participate in are effective?

5.   Other human rights and death penalty issues

In the law of your country, please allow me to ask the death penalty is included in the options for the outcome of the judge’s trial?! And why?! What are your country’s consideration?!

(1)       There is an idea in international public opinion saying that the death penalty should be abolished based on human rights. Based on your country’s understanding, if we assume that the judicial environment and execution procedures are completely fair and with no doubt, what kind of human rights is included in the aforementioned human rights?! Therefore, even if the trial environment is completely fair, should the death penalty be abolished? And, why?! Please share your opinions. Thank you!

(2)       In the law of your country, to have a fair judge trial procedure, what kind of requirements should be included in the environment?! Please share idea. Thank you!

(3)       According to the laws or actual cases in your country, if a person W is accused of a crime that he should be convicted. The penalty may be a small amount of fine or a felony; 10 people saw W committing the crime or knew that W was involved in the crime, but there is no surveillance or specific evidence to prove that W committed the crime, and W did not admit his committing the crime, either. How your country will review such a situation?! What items will be reviewed?! Or will it differ based on whether money is involved or human life is involved or not?!

(4)       In (3), there is an additional issue that if there is a Y person would like to scare a X person, in the law of your country, does Y’s legal responsibility differs from the result of X’s scared to death or not?! Or, because the way Y scares other possibly results in death of other, even if X is not scared to death, Y will be convicted of possibly scares others to death based on the intention and method?!

This may occur in cases of drunk driving or any case of intentional harm to another person in the hope of causing death, but the victim does not die.

Please comment on my idea: Intentionally harming others with the intention of causing their death, because the victim is not dead, the offender is sentenced to a less crime, in this situation, does it seem that the intention of harming others is allowed to exist?! 👈Because the offender found that as long as the victim does not die, it doesn’t constitute a felony, so the offender changes his crime method and continues to harm the victim and it causes the victim to have mental disorders or other conditions. 👈How to explain such an assumption that the probability of occurrence in fact is 0%?!

Or, there is no minimum wage definition in your country, the enterprises can define their own terms of job offering?! And why?! Thank you!

(4) Please let me consult your country about the highest and the lowest average salary information and the industries of the fresh graduate of universities, and, the general amount of money they spend for lunch (or any other information for salary information comparison in order to reduce the difference caused from economy level difference among countries); therefore, does your country have found out any kind of business opportunity or social risk or information of manpower supply?! How you would like to respond to this kind of situation?! Thank you!

(5) If there is this kind of information in your country, please share in the article that the employers of your country would like to give higher comment on employees from which particular other country (the one the employees grew up, country of their major education background), and what are those items of the assessment?! Why?!

(6) Legally, people in what age in your country need to retire?!

-How your country sees the work capability of those retired persons?! It is a situation which would drive economic prosperity or it stops manpower development?!

 For example: In some social environment, people see the experience of elder persons’ work or life is a kind of resource, however, in some society, they see the elder persons are enemies. In your country, the younger people usually see the elder persons as a kind of resource or burden?! What supports your description?! Thank you!

-Usually, in the living environment of your country, people in what age are called the elder persons?! What are those living benefits or resources your country provides for the elder persons so they have no need to worry about the fundamental support to their daily life?! (In some countries, they name it the long term care system, however, what the elder persons’ need may be more than the care system). Thank you!

(7) The bullying may exist in the schools, work places or living environment, and, in the public resources of your country, how to remind people that [you’ve already been in the bullying, get help quickly!]?!👈 especially to those victims who are the minor or have less spiritual support system…

-What is the heaviest legal responsibility of people who bully others?!

 

Please comment on my idea👉Except for physical attacks, people who bully others often use methods such as [destroying the victim's self-confidence] and [making them feel isolated] 👈 This means that [appearing confident] and [being supported by the crowd] are what the bully cares about. 9.    Taiwan people, please read this

For above countries, I would like to apologize because I built up this paragraph after I sent out my email to them; below are opinion and request I would like to express to people of Taiwan(the Republic of China):

 

The founder of the Republic of China is Mr. Sun Yat-sen, I believe everyone agrees this description, otherwise, who the founder is?! Therefore, when people of the Republic of China expressing [Should the Republic of China and China be reunified?], I hope people adjust the description and expand the scope according to the establishment year of this country and based on the changes in history:

(1) Does the Republic of China need to initiate a mechanism to regain the current territory of mainland China?!

Or,

(2) If you would like to discuss about does the Republic of China need to merge with countries we see them as friends?! And the purpose is to expand our resources and improve our international status, please take the purpose like those in business merger, it is to discuss the conditions of the partners we need to seek for merger, to discuss whom we need to seek for this discussion of combination, how many countries we can take into consideration, and, it is to choose those their location are close to us or those who think the same as how we think is more appropriatethere are many aspects we need to consider.

Besides, under the law of the Republic of China, we need to firstly define what kind of countries are our friends, and what is think the same…etc. 👈This is a general rule, in business merger, it usually cannot make it a deal after a long time of negotiation because one of the parties are not friendly or both parties think differently.

(3) In the angle of (1) can Taiwan people discuss what [reunified] is, it is up to the Republic of China to take the initiative and decide whether to reunify peacefully or by force.

If you think it is the China to reunify the Republic of China because Taiwan is a part of China, it means you don’t recognize the founder of the Republic of China is Mr. Sun Yat-sen.👈Although, based on the fact of the history, I don’t agree this kind of description, however, if you are a member of a particular political party, I hope the situation of your not recognizing Mr. Sun Yat-sen is the founder of the Republic of China is supported by your political party.

If you are not a member of any political parties in the Republic of China, then, I define your description is just your sharing your idea for no specific purpose, or, you don’t understand the change in the history, it majorly because your description doesn’t make sense👈This is not a criticism, it is I really don’t understand the logic of your description. I use this point of view to see Taiwan people who were born in Taiwan and not of the China nationality but describing their motherland is China, their situation is like my not learning history well, the history record we good at are different, though, Taiwan is not their motherland, when they need resources or support, I also hope they would like to request for help from their motherland, the China. For example: The help of resources of national health insurance; or they use it as a tourist or a foreigner, or they apply for emigration. I hope people attitude, speech and behavior are aligned. If we assume above speech can be a kind of [lie], you lie to our Taiwan people and the China people at the same time.

If you are a celebrity, for example: an artist, your fans learn from you, you should be more cautious with your attitude, speech and behavior, they need to be aligned, too👈It is a kind of commercial risk if they are not aligned, those advertisers you representing for may claim compensate from you because of your dishonesty or those not alignments.

(4) China often expresses we two entities get reunited in public, it means, in China or internationally, there is some kind of freedom of speech, it is like the Republic of China often says in a transparent attitude that Taiwan is not a part of China; in international networking👉people from other counties told me that they hope their countries can be merged in Taiwan, it is the same, it means, they like the way Taiwan government governance.


I share this thought because I learned through news reports that those various kind of issues Taiwan public officials talk about related to national governance have deviated from the common sense of historical knowledge, the importance of events, and the priorities that Taiwan’s education system has taught me; I hope I share this and people can hold discussion based on a consensus, it should go back to a basic aspect👉to maintaining the normal functioning of the country, including being able to maintain [the ability to protect national security], it should be considered as the essential elements. If to maintain such basic requirements requires explanation or it is blocked, in fact, this reflects that the election system or examination system for public officials in the Republic of China should be reviewed. Why let people who do not have basic common sense hold public office?! It results in our current situation that people need to exercise the right of recall in order to make the management mechanism of the Republic of China go back to the fundamental work. Although, the procedures to modify system related to the public servants are slow, it is a long term solution; as for current recall right exercising, I see it as a situation of reflecting the truth that Taiwan is a democratic country with freedom, I also hope people respect others to exercise their right of recall or not, please obey the law and integrity, provide genuine information and true willingness.

At the same time, I also think that the law should have been clearly defined that if public officials exercise their work power, and if the predictable result leads to the national safety in danger or it has negative impact on continuing operation of the country, depending on the degree of the impact, in the most serious cases, it should be deemed as invalid or the public officials should be arrested in accordance with the law, just like the secretary example I share above, besides take is as invalid or arrest them, is there a better way to protect people safety?! 👈In this way, people don’t need to exercise the recall right can achieve the result of exercising the right and make the work result of the public officials invalid or to dismiss those not qualified public officials, the result of administration work would come faster! It achieves 4 goals, they are the country is governed by law, internal control, work efficiency and work effectiveness. In law making procedures, it will also needs to study and define👉what is [beneficial] and what is [bad to]the country.👈It is not just exercising the majority rule when making laws of a country, it is a procedure that requires more rigorous professional capability and system design abilities than business management need.
